Due to the way 1.16.2 loads datapacks before initiating the integrated server, configs were failing to load when loading a world.

Fixed by separating those server configs into a COMMON-type config, this means if you have existing configs you will need to re-apply them to the <instance>/configs/survivalist-common.toml file.

Changed RemovePlanksRecipes to ReplacePlanksRecipes. If disabled, the chopping block recipe will also change to avoid the recipe conflict.
