- Backported the updated config from v4.1.0

       - New config options for Tool Block Place

               - whitelist, allows players to add additional items that will be able to place/replace blocks

               - blacklist, allows players to choose which items will not be able to place/replace blocks

               These folders can be found in the config folders, under "survivaltweaks". Like the parachute configs, the item's name/id/unlocalizated names can be used (each on a separate line), and multiple .txt files is supported.

               Whatever is listed on the whitelist will override whatever is on the blacklist.
