Stutter Analyzer 0.4.0

This is the first proper Fabric release build after the 0.2.0 release candidate versions.

The Fabric version received a lot of cleanup and parity work in this update. It should now feel much closer to the Forge version instead of being just a rough port.

The biggest addition is /sa optimize. It can scan your current modpack, detect already installed optimization mods, suggest compatible ones, and install selected safe options into the active mods folder.

/sa show was added for checking recent non-minor stutters and freezes. Running /sa show without a time now checks the last 15 minutes by default.

Fabric F3/status behavior was improved, and localization was cleaned up across commands, alerts, preview, submit, and status messages.

/sa version now shows release/update information and project links.

Submit and preview were cleaned up and made more readable. /sa submit health now returns a clear result.

Hover explanations were added for stutter/freeze alerts, so players can understand the meaning of an alert without opening a full report.

Old debug/dev/admin/update/quiet/verbose/delete-style leftovers were removed from the public command system.

This release is mainly about making the Fabric version usable as a real release build, with better diagnostics, cleaner commands, and better parity with Forge.
