Updated Stutter Analyzer to 0.2.0-rc1 beta.

Improved Forge/Fabric parity, cleaned up the public command list, and removed old development/debug/admin/network commands. Removed broken or unnecessary commands such as /sa explain, /sa show, and /sa submit check.

Added /sa preview as a short safe shortcut for /sa submit preview.

Fixed a Forge crash that could happen when changing alert mode with /sa alerts medium.

Improved alerts, F3 status, report handling, submit preview behavior, and public help text.

Added the new Stutter Analyzer icon/logo.

Improved classification and report categories, including world loading spikes, resource reload stalls, chunk loading hitches, and scheduled micro-hitches.
