v2.9.1 optional energon mod compat update

- compat with newest SRPExtra (v0.6+)/Deep Sea Danger(1.1.3+)
- removed temporary oceanic expanse fixes that never really made sense to be in srpmixins
- added "facing" parameter in BlockInfestationEvent (+ct support for it) as well as cancelFully (+ct) to not only cancel the current infestation but also all other sides of the block that is currently spreading
- made configparsefix summoning safer against bad config entries. someone (insomnium) had a crash that i couldnt reproduce, idk if its fixed with this
