-Added: SpmodAPI Modules. You can now shutdown parts of the mod. (Note Most blocks require the full Blocks)
-Added: Addon Can now request Modules and the mod will provide it. (Note Addons get priority and ignore config)
-Added: PluginConfig. you can shut down plugins if you want to prevent a compat. Counts also for addonPlugins (if they have it)
