Fixed dispenser behavior registration to be done thread safe and not fail occasionally
Fixed upgrades to not run when player is in spectator mode
Fixed filter upgrade sometimes not working properly when settings were changed
Fixed backpack upgrades to not work when player is dying/dead. Fixes issue where magnet would pickup items that the dying player just dropped.
Mark everlasting upgrade as one that can't be disabled.
