- added two effects: border anchor and disintegration.

- Border anchor will warp you back to your last safe zone when it ends if you are outside of any border, and is specially cased to be allowed to run out in the potion config so as to serve as a soft return. A special configurable message accompanies the teleport.

- Disintegration damages you with (potency) generic damage per second, so pack makers can easily make irresistible damage in conjunction with soft borders.

- border anchor will be automatically applied to you if you warp from a safe zone into an unsafe zone interdimensionally, such as due to nether portals allowing you to cover more distance. A special message accompanies this.
