First release 0.3.0 - Vector update

What this adds?

First and most interesting vectors:

• Vector - Visrus infection
• Vector - Anomaly

These vectors are optional, configurable via gamerules, and designed specifically for SMP servers.

So, what they do?

Vector - Virus infection

Virus infection inroduces a presistent infection system that can affect players

• Every infected player gains:
  • a small permanent health increase
  • a glowing effect, making them visible to others
• The virus can progress though levels
• Progression requires player kills

Vector - Anomaly

Anomalies are rare, unstable elements that generate naturally in the world.

• Anomaly blocks are extremely rare (rarer than most ores)
• They drop Anomaly Bits, a key resource
• Anomaly bits are used to craft unusual tools and artifacts

Some artifacts are powerful, other are situational - all are optional.
