Small Ships Heraldry

- Reworked the Heraldry Table editor into dedicated Paint, Parts, and View modes.
- Added adjustable brush size, straight lines, multiple fill modes, colour replacement, and horizontal/vertical symmetry.
- Added sail part selection, multi-selection, hiding, isolation, camera presets, and improved preview controls.
- Added persistent drafts for each ship type and preserved editor settings and patterns between sail stages.
- Added a local cross-server pattern library with interactive previews, renaming, drag-and-drop importing, and direct folder access.
- Improved paper slot controls and reduced texture updates and draft syncing for smoother editing.
- Fixed patterns carrying between different ships, editor state resets, library filename/input issues, and inconsistent line strokes.
