Initial port to 26.2

Removed Topaz & Paxel tools & armor. No more gem type ores will be added from my mod going forward from 26.2 onward. I've made this decision because I am slowly re-working how all over the place my mod is, and i've lost sight of what I initially wanted my mod to become. Everyone adds ores, I am working on changing this for my mod and perhaps develop some kind of way you can transmute iron into something else to get a slighty stronger iron. So this is building on whats in Vanilla, and not adding more. 

Moved Withered Armor from Ray's Materials to Ray's Dongles
Updated Withered Armor textures to be more inline with the tools
Added keybinding to be able to disable flight for Withered Armor if you do not wish to have flight with it

Added FE values to Coal, Charcoal, Coal Blocks, & Charcoal Blocks for my Coal Generator. These tooltips can be disabled via config/raysdongles/common.toml

Updated the connected clusters upgrade so that if you attempt to mine an ore with a tool that has connected clusters applied, and that tool doesn't have the harvest level to mine the ore you are trying to mine, it will not show up as breaking all connected blocks, and instead treat it like Vanilla and slow down the initial block breaking speed, and will not drop any blocks
