Seared Ladder (Backport)

Features:

-backported tconstruct's language support!

-seared ladders are now fluidloggable while fluidlogged api is installed!

-changed the in-game mod name from "Seared Ladder Backport" to "Seared Ladder"

Bug Fixes:

-optimized block side rendering (now an opaque block)

-the bottom of this block is now solid while the "bottom" blockstate property is true

-this block's ray trace now returns the closest hit collision, rather than the furthest

-the english block tooltip now matches tconstruct's
