-Added a Basic Table

-Tweaked the Staff Humanoid

-Slowed down the tick rate of the Retail Lights (making the change to night and day a little less laggy)

-Changed how the Chair works, now if you mine it you get the chair and you must right click the chair with an axe to get oak planks from it, this lines it up with the Basic Tables functionality

-Tweaked the Cafeteria Biome to hopefully make it compete with the Shopping Floor biome less
