Added Governor, who collects taxes

 

Added Village Guard, which cant be attained at current moment but in the future will be spawned by governors based off the budget. Guards are mainly used as light security forces and are not player controlled

 

Removed Living Sound from Screaming Bread. Screaming Loaf still has the Sound

Add new Gamerule "allowuprisings" which allows you to toggle if riots and revolts should occure

 

Add new Gamerule "governortaxdelay" which you use to decide when taxation would happen
