Bug fixes:

Underground water, lava, and structures are properly created

Vanilla ores no longer spawn in ravines and mountains when disabled

Changes:

Recipe Book integrated

Sieve durability added, with messages that give you an estimate of its durability

Sieve frame added (item for broken mesh on advanced sieve, fix by right clicking with string)

Sifting effects added

Rubble grading (Rubble when processed can now give a range of .5x drops to 4x drops, signified by color of sifting effects)

Chunk richness added (Chunks can now generate with between 0.2x to 2.5x the ore

Veins are slightly rarer, but now have a indicator to help find them (based on vein size vs air exposure)

Note: All RNG systems are made in configs. I got too lazy to update the README, so that will come in 0.30
