• Added the operator-only Manage page to the council book.
• Added a two-page election creation form with configurable office, eligibility, turnout, candidate/round limits and all phase/term durations, followed by a review step.
• Added a Receive the blocks button for the Notice Board, Ballot Box and Oath Desk.
• Added searchable elector lists and management of known offline players.
• Added candidate removal, elector exclusion, phase progression, counting, election cancellation and term ending through menus.
• Added confirmations for closing actions and server checks for stale elections, rounds, phases and revoked operator permissions.
• Added English and Portuguese translations for the management interfaces.
• Fixed the book frame so decorative rules do not cross footer buttons in short windows.
• Kept compatibility with existing world data and optional Crónicas RP identity integration.

Update both server and clients to 0.2.0: the network protocol changed. Replace the previous JAR; existing 0.1.0 election data is accepted.
