Quality Equipment

-Completely overhauled the attribute system to no longer need enchantments. Reforges from previous versions will be stripped from equipment
-Removed reforge on crafting feature (for now) due to incompatibility with the new reforge system
-Fixed negative reach distance attribute not resetting
-Added Pokey reforge for tools and Legendary reforge for bows and crossbows, the reforge chance config need to be deleted if you are updating to the new version, otherwise reforging tools and bows will not work properly
-Fixed useless enchantment books generating in some modded structures
-Fixed being able to combine reforges in an anvil
