- Fix collectors voiding items if there is no fuel upgrade

- Matter based blocks (collector, emc link, matter block, power flower, relay) now require a tool of their matter tier or higher to mine (basic requires none, dark requires dark, red and above requires red)
- Compact sun and transmutation interface now require at least red tier tools to mine
- New mk 3 condenser, each side (except the bottom) is its own condenser with a separate input and processing, all of which output into the bottom
- Sun protection has been added as an attribute which will display on armor pieces
