fix config data & edge case for script transform

  • Fix a config problem which will cause config data ingame to be invalid before first dump, which will then cause auto dump to trigger at each game play
  • Fix ScriptTransformer causing inconsistent line content and accidentally got invalidated when there's trailing comment
