• Split the placement blacklist into two separate config options:
  • "placement_blacklist" - controls blocks/tags plants cannot be placed on manually.
  • "worldgen_blacklist" - controls blocks/tags plants cannot generate on during world generation.
• Moved "#minecraft:leaves" from the placement blacklist to the worldgen blacklist by default.
• Players can now manually place plants on leaf blocks again, while world generation should still avoid placing plants on leaves by default.
