fix the "Show Stats" Panel Scrolling

Fixed mouse-wheel scrolling in the skill tree's bonus panel ("Show Stats"): the vertical scrollbar previously failed to respond when the list of bonuses grew long (due to many learned skills), as the mouse-wheel input was consistently captured by the tree's zoom function instead of the panel.
The mouse-wheel input is now correctly redirected to the "Show Stats" panel when the cursor is hovering over it; outside the panel, it continues to zoom the tree as before.
