Fixes tooltips not appearing in Timeless Storage

 

Redid the way Displacements are displayed in JEI.

  Tooltip added to show Tier of Displacer needed.

  Tiers organized left to right, into columns.

  Recommended that you not add more than 7 Displacements per tier, or they'll extend off the bottom of the GUI.
