Changed Structure of Mob Spawning Configuration. 
- Now Users can choose between daytime or nighttime for mobs to spawn. Both can be turned on simultaneously, but at least one of them  must be set to true.
 
- Mobs currently CAN'T spawn under direct sunlight no matter what. Setting Daytime Spawn to "True" will enable Outbreak mobs to spawn in buildings, or underground during daytime.
 
- Introduced light level based spawning. Users can set a Maximum Light Level and a Minimum Light Level.
 
-  Day / Night takes more priority than light level detection.
 
Example: Setting Nighttime Spawn to "True", and both Max Light Level and Min Light Level to "15" will dis-allow any Outbreak mob to spawn at nighttime, as 15 is too high of a Min Light Level for nighttime enviroment.
