Added a config file (can now change enchantment IDs).

Added sound effects when triggering enchantments (can be turned off in configs).

Added Unconditional Enchanter item - place it in your hotbar slot, place the item which you wish to enchant on the right of the enchanter, and the item you wish to take enchantments from on the left, then use Unconditional enchanter with right click.
