Adds wall vision level config.
0 (Default) = Observer can not begin to attack through walls
1 = Observer can begin to attack through walls with a different range.
2 = Observer can begin to attack through walls like normal.
Wall Vision Range
When wall vision level is 1, this determines the range that an observer can begin to attack. Default 16
