Create: Northstar - Redux

- Fixed rockets not stopping when approaching orbit from below
- Fixed return tickets not teleporting to the previous takeoff if staying in the same dimension
- Fixed third person camera being zoomed in after changing dimensions
- Fixed custom `daytime_star_brightness` not applying to all dimensions
- Fixed extra stars/planets not rendering during rain on planets without rain
- Fixed planets using no-op renderer being selectable in the telescope
- Added config option to change the visibility of planets and extra stars in the sky
