No Night Vision Flashing

Hate Night Vision flashing when it has less than 10 seconds remaining? We do too, so this mod removes it - no more flashing!
What's new
Added a configuration option to set Night Vision brightness.
Consider it a QoL adjustment, but if you want to disable the effect entirely for whatever reason, set it to 0. :)
