The big tool update - part 1! Dramatically increases the functionality of the seed bag and storm hoe. Both now work on gentle hills and nether wart. The storm hoe doesn't pop chorus flowers, even when you mine the stem. The seed bag supports aquatic crops (tested with kelp & FD rice). Initial support for enchantments. Improved mod compatibility for the seed bag.

Squashed some bugs (which may or may not have existed in earlier releases).

More particles should be visible in multiplayer. The seed bag now gives more information with its planting animation.
