just changed the qualitytools config section a minimal bit

- add various fixes only relevant for indev testing (locks, grapplemod, invtweaks, bloodmoon)
- added modloaded conditions for recipes so they dont complain during startup if mods arent present
- added fixes for globalgamerules (only modify specified rules, better system to modify default world difficulty)
- added qualitytools jei plugin for reforging materials
