Fixes quest completion gates for explicitly declared reading-order links in NEST. Quest IDs, FLEXIBLE mode and the complete dependency set must match the generated catalog. Hard, mixed, changed and unknown dependencies retain native FTB gates.

Preserves native completion handling for already recorded full progress. Does not assign progress, reset team data or claim rewards. Includes the updated transport canvas and three quest locales for NEST 0.2.0-beta.4.

修正 NEST 明確指定的閱讀順序連線仍阻擋任務完成的問題。只有任務 ID、FLEXIBLE 模式與完整前置集合符合資料時套用，必要前置、混合前置或未知任務保留原生判定。保留原生完成處理，不直接寫入進度、不重置隊伍、不領取獎勵。同步新版運輸畫布及三語任務。

Scoped testing passed in the isolated NEST client. Full multiplayer, survival-operation and performance acceptance remains pending.
