Fixed and changed:
- Moved nation deletion to '/nwdev deletenation <country>'.
- '/nwdev' commands are now available to permission-level-4 server operators without an additional debug setting.
- Updated Urban Sprawl: maintenance is multiplied by 1.5 when the member-to-claim ratio is 35% or higher.
- Updated Great Patriotic War: Soviet core claims take twice as long to capture unless two enemy attackers are present.
- Guarantors are now reliably called to arms when a guaranteed nation is attacked.
- Updated English, Romanian, Spanish, and Polish translations.
- Added regression tests and improved internal reliability.
