  Small compatibility update for Open Parties and Claims.

   Changes

  - Updated Nation Wars to build against Open Parties and Claims `0.26.3`.
  - Updated the required Open Parties and Claims version range to `0.26.3` through `0.26.x`.
  - Prevented future larger Open Parties and Claims versions, such as `0.27.x`, from being accepted automatically before testing.
  - Updated the README dependency information to match the current tested version.

   Notes

  This update does not add new gameplay features. It is meant to fix dependency/version confusion when updating through launchers.
