Reworked relic visual effects.

Colored visuals no longer rely on the old vanilla glowing/scoreboard-team method. Mortal Relics now uses its own server-controlled visual effect system for amulet activation effects.

Added configurable visual effects for Soulguard, Monster Reborn, Phoenix Down, Final Stand, and Arkham Boss.

Improved Phoenix Down visual positioning while the player is incapacitated.

Fixed duplicate Phoenix Down help-up progress text for the incapacitated player.

Added server-side config options for Soulguard, Monster Reborn, and Arkham Boss visual effects.
