Mob Controller Evoker Spawning

This Mod adds control functions for Evoker Spawning in Minecraft, creating a variety of internal alternatives, reducing the appearance of said mob by 75%, 50% and 25% (at the player's choice) compatibility for 1.17 to 26.1.2
