Added Mining Helmet's decay mechanism. While using a mining helmet, every 10 seconds it has a 50/50 chance of being damaged by 1, therefore making it limited use.

    - If you wish to disable this option, you might set damageMiningHelmetOnUse to false on miningutility.properties @ the ./minecraft/config folder.

    - Mining Helmets can now be repaired on an anvil by using yellow dye of another Mining Helmet.
