Reliability and crash fixes

• The Auto Inserter side-toggle packet had no permission check.
• The Digital Miner's extra-operation pass did not consume energy or delay, so it could run for free.
• Temp.inject had no exception guard; a single failure permanently degraded the extra-operation count of four machines to once per tick.
• Config saves were asynchronous, so edits could be lost, and the side-config button plus item tooltips did not refresh after a change.
• Corrected the I/O Capacity tooltip: fluid, chemical and energy are x33 at full, items are x8.
• Hardened the optional-mod @Pseudo injections so a bytecode mismatch no longer crashes the game.

Requires Mekanism 10.7.19+ and Kotlin for Forge 5.12+; only supports Minecraft 1.21.1 with NeoForge 21.1+.
