**More configuration options, and a capacity bug**

- New `maxEmpoweredUpgrades`, which decouples the Empowered line's cap from `maxUpgrades`.
- The Empowered multiplier now scales down automatically as `maxUpgrades` grows (`multiplier^(16 / maxUpgrades)`).
- Fixed Empowered Energy multiplying capacity by one extra square: a full set went from x40,000 to the intended x2,000.
- New `maxOperationsPerTick` and `autoScaleOperationsPerTick`.
- New `vanillaEnergyOffsetRate` and `empoweredEnergyOffsetRate`.
- Fixed the Meka Gear enchanting switch not applying to armour, and corrected the multiplier shown in the Empowered upgrade tooltip.

Requires Mekanism 10.7.19+ and Kotlin for Forge 5.12+; only supports Minecraft 1.21.1 with NeoForge 21.1+.
