- weapon projectile bow now applies sword effects normally

- weapon projectile bow multiplier config reworked internally to account for the above, but should work the same. may be more powerful now than before, though since stuff like smite and bane of arthropods wasnt taken into account before 

- clarent now drains mana on hit instead of when blocking. if the user doesnt have enough mana for the hit, the sword will take as much mana as it can, and do damage according to the drained mana

- clarent should be able to drain additional mana to deal damage normally when fired from the bow and treasury projection. it will also lose its stored damage
