- removed configs regarding fae spawning since they didn't work in 1.15 anyway

- reduced restrictions on fae spawning exclusively near leylines 

- reduced fae weight for spawning to compensate for above change

- fae will now have a small chance to spawn when a player uses mana while on or near a leypoint

- fix fae sound registration so it should work on servers now

- (hopefully?) fix bug where blood circles sometimes wouldn't place due to the presence of "cave air" or "void air"

- fix ley dimension config to properly show up in config files
