A simple server-side addon mod mod Iron's Spells and Spellbooks.
It allows you to:
- Restrict the use of spells depending on the armor worn
- Whitelist spells up to a certain level to be used by everyone
- Completely ban spells. Even players who have a scroll for the spell won't be able to use it
