Fixed PublicVault white/black list config settings - needs to be empty, not blank string.

Ditto for General Item whitelist and Tag white/black lists.

Fixed regex values in whitelist.

Fixed VaultSlot.mayPlace() evaluations.

 

Deleting old LegacyVault-common.toml config file is recommended.
