makes common food hard to get and adds world size gamerule

i will use this mod for my modpack
ever wanted for old legacy colsole world size to come back. I added a gamerule that lets you set your world border size to how big you want it. Just enter the size before creating the world and you got it!
Deafult settings are set to 864 x 864 becouse that was an og world size at all legacy editions. Oh i almost forgot food is hard to get now.
