PORTED 1.4.0 TO 1.20.2

New features:
- Added config options
- Sculk blocks emit particles (with compat for [Visuality](https://modrinth.com/mod/visuality))
- Snowballs freeze mobs for a few seconds and extinguish mobs that are on fire
- Diamonds can smelt 128 items

**Changes:**
- Now requires Cloth Config API
- Moved positions of some items in creative tabs
- Actually fixed the logo this time
