Command permissions reworked:

In singleplayer, all players can freely use /itempurge commands.

On multiplayer servers, only admins (OPs) can modify purge settings or whitelist items.

Regular players can still check the purge timer or view the whitelist safely.

Cleaner chat system: no more spam when the purge interval is short.

Performance improvements: faster entity cleanup, lower tick overhead.

Config sync: auto-updates when modified through Configured.

Rebuilt for stability and Forge 1.20.1 compatibility.
