Initial 1.21.1 NeoForge port

Full feature parity with the 1.20.1 release. Includes all the same TOML config options (mana regen, max mana, cooldown reduction, cast time reduction, dimension blacklist, rarity cap, inscription blacklist, black hole resistance), the datapack-driven per-player progression unlock system, and the requirements command. Same bug fixes as 1.20.1 v1.3.1.

Requires Iron's Spells 'n Spellbooks 1.21.1-3.15.0 or later.
