What's new
- Rename IInfraComparator and ISimpleInfraComparator to IEncoderScannable and ISimpleEncoderScannable.
- Move all interfaces to an api package under the MIT license.
- Properly license InfraRedstone under the LGPL v3 license.
- Add the Encoder for scanning inventories and other objects similar to a comparator.
- Fix two server-related bugs: a crash because of PluralRules, and the oscillator inventory failing to open.
