InfiniBucket now fills tanks as full as possible (tested with ThermalExpansion tanks, should work with others too)

There is now a not-fully-infinite mode, turn it on by setting the capacity value in the config file to something not zero. It then can be used for capacity buckets, then has to be refilled by a water source (tanks are NOT possible)
