Radiation disconnect fix

• Fixed radiation damage retaining references from a previous world session, which could cause clientbound/minecraft:damage_event encoding errors and repeated disconnections.

• Fixed the same issue in electrical shocks, Tesla Coils, nuclear explosions and reactor meltdowns.

• Updated IC2’s damage-source API to avoid caching references across world sessions.

Existing worlds, saved radiation effects, damage amounts and Hazmat protection remain compatible. All previous features and local.24 generator fixes are included.
