oops- accidently packaged gtc, reuploading

removed recipes for throium 230 in prep of removing it outright - use up your 230 rods if you have any
removed uox and added uranium 238 rods
nerfed mox output to base the percentage off the total possible heat in a reactor instead of the current max heat

renamed thorium 232 to thorium
rebalanced tree tapper upgrades to no longer observe stacksize of overclocker upgrades

added uranium 233 as a replacement for thorium 230
reduced near depleted rod outputs to 4 instead of 8

added stone reinforced cable - just hv cable encased in reinforced stone
added reactor plating to nano suit - works to protect from item radiation, doesn't work for other sources of radiation though

changed steam reactor info to get the steam/tick from the same source as the steam vents get it from - still need someone to find a way to test if it's accurate
made autocrafting table only check recipe list on the server, therefore reducing client lag when clicking the slots

added better gtc compat- my thorium and plutonium rods will now be disabled when gtc is loaded
