fix: creative mode no longer requires arrows to shoot with the nano bow

ajusted the crafting recipes for arrows to make them a bit cheaper considering how rare uranium is

add configuration options through ic2classic (ic2caddons group in the ic2.cfg file and also ingame in ic2classics config gui) which allow adjusting the nanobows maximum damage, energy cost, aiming range, maximum targets in multi-target mode and if it should ignore walls while aiming)
